Appropriates $524 million from the Hurricane Helene Disaster Recovery Fund for recovery programs including $200 million for agricultural disaster crop loss assistance, $120 million for home reconstruction and repair, $100 million for private road and bridge repair, and $55 million for small business infrastructure grants

Transfers $299 million from the State Emergency Response and Disaster Relief Fund to the Helene Fund, and allocates $217 million to complete homeowner recovery programs for Hurricanes Matthew and Florence

Extends the statewide Hurricane Helene emergency declaration until June 30, 2025, and extends various regulatory flexibility provisions including building permit flexibility, temporary wastewater permits, and employment certification waivers

Establishes a School Extension Learning Recovery Program providing $9 million for summer instruction in reading and mathematics for grades 4-8 in 13 affected western North Carolina counties

Creates new regulatory provisions allowing reconstruction of nonconforming residential structures, facilitating broadband infrastructure repair, permitting use of inmates for debris cleanup, and delaying the 2024 North Carolina State Building Code effective date by 12 months
