Prohibits North Carolina state and local government officers and employees from enforcing any federal laws, executive orders, regulations, or ordinances regarding firearms, firearm accessories, or ammunition

Bars state and local officials from providing material aid or support (lodging, communications, facilities, weapons, personnel, transportation) to federal efforts enforcing federal firearms laws

Imposes a $50,000 civil penalty per occurrence on the State or political subdivisions that employ law enforcement officers who knowingly violate the prohibition, and removes sovereign and qualified immunity as defenses

Allows exceptions for assisting federal officials pursuing suspects with criminal connections to other states/countries, participating in non-firearms task forces (drugs, human trafficking, immigration), and referring violent felony cases to U.S. attorneys when weapons charges are ancillary

Takes effect immediately upon becoming law
