Prohibits immobilizing commercial motor vehicles with boots or similar devices for parking enforcement purposes, making violations a Class 2 misdemeanor effective December 1, 2025

Requires tow operators to promptly return commercial cargo to its owner or designee upon request, regardless of whether the tow was nonconsensual or directed by law enforcement

Allows trailer exchanges when commercial cargo is in a towed trailer—the tower must accept a replacement trailer of similar type, in working condition, and manufactured within five years of the original trailer's date or newer

Amends Chapter 20 of the North Carolina General Statutes by adding new sections § 20-219.3A (commercial booting) and § 20-219.15 (return of commercial cargo)
