Declares that any future executive orders expanding unemployment insurance benefits are void unless expressly authorized by the General Assembly or Congress

Provides employers a tax credit for 2025 unemployment insurance contributions equal to the amount of contributions paid for Q4 2024 wages, with credits applied to April 2025 contributions or refunded if exceeding amounts due
