Creates a new "licensure by endorsement" pathway for physicians, physician assistants, and anesthesiologist assistants who have held an active, unrestricted license in another U.S. jurisdiction for at least 5 years and have a verified full-time job offer in North Carolina

Applicants must attest to no disciplinary actions or criminal convictions in the past 5 years, no pending investigations, and must have actively practiced at least 20 hours per week during the 2 years preceding application

Licenses issued through this expedited pathway become inactive after 180 days unless the licensee submits all additional required documentation within 120 days of receiving the endorsement license

Application fees are capped at $500 for physicians, $330 for physician assistants, and $250 for anesthesiologist assistants

Licensure by endorsement provisions take effect January 1, 2026, and the NC Medical Board may adopt temporary rules to implement the new process
