Authorizes the African American Heritage Commission to study the feasibility of establishing monuments commemorating civil rights movement events and citizens in North Carolina

Requires the Commission to hold public hearings/meetings for citizen input during the study process

Mandates a report with findings and legislative recommendations to the Joint Legislative Oversight Committee on Agriculture and Natural and Economic Resources by May 1, 2026

Appropriates $500,000 in nonrecurring General Fund money for fiscal year 2025-2026 to place markers, signage, and memorials along North Carolina's Civil Rights Trail

Becomes effective July 1, 2025
