Appropriates $190,000,000 in nonrecurring funds from the Medicaid Contingency Reserve to the Division of Health Benefits for fiscal year 2025-2026 to adjust for projected changes in enrollment, service costs, federal match rates, and implementation of the Children and Families Specialty Plan in December 2025.

Requires four LME/MCOs (local management entities/managed care organizations) to make intergovernmental transfers totaling $18,028,217 each fiscal year for 2025-2026 and 2026-2027.

Trillium Health Resources must transfer the largest amount at $6,448,693 per year, followed by Alliance Behavioral Healthcare ($4,508,857), Partners Health Management ($3,544,348), and Vaya Health ($3,526,319).

Authorizes the Division of Health Benefits to reallocate transfer amounts among LME/MCOs if counties change their LME/MCO alignment during the biennium.

Effective retroactively to July 1, 2025.
