Defines conversion therapy as practices seeking to change sexual orientation or gender identity, including efforts to change behaviors, gender expressions, or eliminate same-gender attractions

Excludes from the definition counseling that supports gender transition, provides acceptance and understanding, or facilitates identity exploration, as long as it does not seek to change orientation or identity

Classifies violations as unprofessional conduct subject to discipline by the professional's licensing board, with the Department of Health and Human Services having concurrent enforcement authority

Prohibits state, municipal, and political subdivision funds from being used for conversion therapy, referrals, health benefits coverage, or contracts with entities that conduct or refer for conversion therapy
