Creates a state licensure system for Certified Professional Midwives (CPMs) and Certified Midwives (CMs) in North Carolina, requiring national certification from NARM or AMCB to practice

Establishes the North Carolina Council of Midwives, a 7-member body appointed by the Secretary of Health and Human Services, to oversee licensing, rulemaking, and disciplinary actions

Licenses are valid for 2 years with fees capped at $500 per renewal period; applicants must maintain CPR and neonatal resuscitation certifications

Licensed midwives may provide care for normal pregnancies in the client's setting of choice, order routine lab tests, and dispense drugs from a Council-approved formulary

Effective October 1, 2025, with initial Council members to be appointed by that date or within 3 months of enactment
