Repeals North Carolina's existing prohibition on gender transition procedures for minors (Article 1N of Chapter 90) and the ban on state funding for such procedures (G.S. 143C-6-5.5)

Creates the "Gender-Affirming Rights Act" establishing that every individual has a fundamental right to make autonomous decisions about their gender and gender-affirming health care

Prohibits local governments and political subdivisions from regulating gender-affirming care rights more restrictively than state law

Requires health care professionals to complete continuing education on LGBTQ cultural competency and specialized clinical training, covering topics including terminology, health disparities, confidentiality of sexual orientation and gender identity information, and nondiscriminatory care practices

Takes effect immediately upon becoming law
