Creates an "Individual Freedom Bill of Rights" in NC General Statutes Chapter 99D, establishing fundamental rights that cannot be violated without a compelling state interest and narrowly tailored means

Prohibits state and local agencies from conducting warrantless surveillance, tracking, or data collection on individuals

Bars government from requiring disclosure of private medical decisions, religious beliefs, or political affiliations for benefits, employment, or services—and prohibits using such information in government decisions

Prevents state agencies from denying or restricting reproductive health care, contraception, or medical treatment based on ideology rather than medical science

Requires education to be fact-based and historically accurate, prohibits compelling individuals to affirm political ideologies in schools or workplaces, and bars discrimination in employment, housing, or public services based on political beliefs, medical history, or lawful personal conduct
