Restricts minors' ability to consent to their own medical care, limiting it primarily to pregnancy-related services; minors age 16+ may consent only to STD/reportable disease treatment requiring prescriptions of 10 days or less

Removes minors' existing authority to independently consent to treatment for controlled substance/alcohol abuse and emotional disturbance

Grants parents and legal guardians the right to access all medical records of their minor children, including records for care the minor consented to independently

Creates exceptions to parental record access when: records relate to suspected abuse/neglect, a court order prohibits release, or the parent is under investigation for a crime against the minor

Expands the definition of medical providers who may treat minors to include physician assistants and nurse practitioners in addition to physicians

Becomes effective October 1, 2025
