Prohibits telephone solicitors from spoofing caller ID information, blocking call origin, or displaying any altered information that misrepresents where the call actually originated

Establishes telephone numbers as the property of the subscriber under their contract with the carrier

Requires telephone solicitors to maintain records for 24 months including legal names, fictitious names used, addresses, phone numbers, and job titles of individuals making solicitation calls

Prohibits telephone carriers from knowingly transmitting or selling subscriber numbers to entities that have violated or will use the information to violate telemarketing laws

Creates escalating civil penalties for violations: $500 for first offense, $1,000 for second, $5,000 for third and subsequent violations within two years, and $10,000 per call for knowing caller ID spoofing violations

Effective December 1, 2025, applying to calls placed on or after that date
