Appropriates $115.2 million in nonrecurring funds for Halifax County projects including $50 million for a new county detention center, $45.3 million for Roanoke Rapids Sanitary District water/sewer infrastructure, and $8 million for Town of Enfield electric grid replacement

Provides $4.65 million for Halifax County emergency services including fire trucks, ambulances, and equipment for multiple fire departments and the Scotland Neck Police Department

Allocates $13.05 million for Northampton County infrastructure including $7 million for Garysburg water system improvements and $2 million for a new Woodland town hall, plus $4.76 million for fire department equipment across six towns

Appropriates $36 million for Warren County water and sewer projects including $18.3 million for county infrastructure (Soul City utilities, regional water tank) and $17.75 million for Town of Warrenton wastewater and water system rehabilitation

Provides $300,000 in recurring annual funds for 2025-2027 to treat lyngbya cyanobacteria in Lake Gaston, with all provisions effective July 1, 2025
