H546 - Medicaid Modernization

• DHHS must develop a team-based care coordination Medicaid service for screening and treating alcohol use disorder, opioid use disorder, and other substance use disorders, with a report due by October 1, 2025.

• Telehealth providers licensed in North Carolina no longer need to maintain a physical presence or in-state address to enroll as Medicaid providers.

• DHHS must implement any Medicaid work requirements approved by CMS, and must suspend rather than terminate Medicaid benefits during incarceration per federal requirements.

• Medicaid coverage for pregnant women extends 12 months postpartum permanently, removing the previous March 31, 2027 expiration date.

• Freestanding psychiatric hospitals become eligible for increased reimbursements under the Healthcare Access and Stabilization Program (HASP), pending CMS approval, funded through hospital assessments.
