Allows mailing or supplying abortion-inducing drugs to pregnant women only if a qualified physician provides in-person informed consent at least 72 hours prior, other informed consent requirements are met, and the drugs are FDA approved

Elevates violations from an infraction with a $5,000 fine to a Class H felony

Creates civil causes of action for women injured by violations, parents/guardians of minors, and the Attorney General, with a 3-year statute of limitations

Authorizes civil remedies including injunctions, compensatory and punitive damages, attorneys' fees, and other court-ordered relief

Requires foreign entities shipping abortion-inducing drugs to or within North Carolina to obtain and maintain a certificate of authority from the Secretary of State; effective December 1, 2025
