Establishes new fee schedules effective July 1, 2025 for elevator inspections ($200-$1,000), amusement device inspections ($25-$1,000), and ski lift inspections ($200-$500) to address a backlog of over 3,000 overdue inspections at the NC Department of Labor's Elevator and Amusement Device Bureau.

Requires annual inflation adjustments to inspection fees beginning July 1, 2026, based on the Consumer Price Index, with 60 days public notice before any increase.

Directs the Department of Labor to develop an in-house training and apprenticeship program for elevator inspectors in consultation with the NC Community College System.

Expands allowable uses of collected fees from "inspection" only to include "permitting and certification purposes," with unexpended fees carrying forward rather than reverting.

Changes the threshold for when the Governor may make interim appointments to the Building Code Council and Residential Code Council from 10-day legislative adjournments to 90-day adjournments.
