Parents, guardians, or caretakers who raise a child consistent with the child's biological sex or refer to a child by their biological sex cannot be subject to abuse or neglect petitions based solely on those acts

Adoption agencies are prohibited from denying or delaying adoptive parent opportunities or child placements based on prospective parents' refusal to support a child's gender transition

Foster care agencies cannot deny or delay foster parent opportunities or placements based on foster parents' unwillingness to enable a child's gender transition

Raising a child consistent with their biological sex, including related mental health or medical decisions, is excluded from definitions of child abuse under both misdemeanor and felony child abuse statutes

The bill applies retroactively to petitions, placements, and offenses filed or committed before, on, or after the effective date, with criminal provisions taking effect July 1, 2025
