Establishes the permanent rules for the North Carolina House of Representatives for the 2025 Regular Session, covering nine major areas: order of business, conduct of debate, motions, voting, committees, handling of bills, legislative officers and employees, privileges of the hall, and general rules

Sets bill introduction deadlines: local bills must be submitted by February 20, 2025 and introduced by March 6, 2025; public bills must be submitted by March 6, 2025 and introduced by April 3, 2025, with a 15-bill limit per member

Prohibits sessions on Fridays during January and February 2025, limits sessions to no later than 10:00 P.M. on Mondays and 9:00 P.M. on other days, and bars voting on Sundays except for journal approval and adjournment motions

Creates emergency provisions allowing the Speaker to invoke rule modifications during a State of Emergency, including designated voting where absent members can authorize the Majority or Minority Leader to cast votes on their behalf if at least 61 members are present

Requires committee membership to reflect partisan composition of the House, with the Ethics Committee having equal numbers from majority and minority parties, and establishes 33 standing committees including Appropriations, Finance, and Rules
