Creates a new grant category of up to $250,000 per recipient per fiscal year for up to two recipients to develop innovative ways of training principals, in addition to existing forgivable scholarship loan grants

Training development grants are limited to one-year terms with possible annual renewal at the Commission's discretion, while forgivable scholarship loan grants remain at two to six years

Authorizes the Principal Fellows Trust Fund to pay for statewide programming on research-based school leadership practices to improve principal preparation across North Carolina

Allows unobligated Trust Fund money at fiscal year-end to be reallocated to the Commission for program monitoring, evaluation, enhancement activities, and statewide leadership programming

Effective July 1, 2025
