Department of Military and Veterans Affairs must select a provider to establish a statewide pilot program offering electroencephalogram combined Transcranial Magnetic Stimulation (eTMS) treatment for veterans, first responders, and their immediate family members

Eligible conditions include PTSD, traumatic brain injuries, substance use disorders, mental illness, sleep disorders, sexual trauma, concussions, and cognitive/attention issues

Selected provider must have history serving veteran and first responder populations and establish both in-person and off-site care networks, with priority given to locations with large veteran/first responder populations

Program requires peer-to-peer support networks, neurophysiological monitoring, mental health screening, counseling access, and treatment protocols based on EEGs conducted on days 0, 10, and 20

Provider must report protocols, outcomes, bio-data metrics, and all State fund expenditures to the Department, Joint Legislative Oversight Committee on General Government, and Fiscal Research Division by September 15, 2026
