Establishes a workforce development pilot project allocating funds through the Office of State Budget and Management to the North Carolina Workforce Development Coalition (NCWDC) to provide grants for employer-sponsored training programs

Eligible employers must be NC-based businesses with 20-1,500 employees, operating for at least 365 days, and in good standing with state unemployment insurance, workers' compensation, and Secretary of State registration requirements

Grants cover up to 50% of eligible training costs or $2,000 per trainee (whichever is less), with a maximum of $40,000 per employer per calendar year minus any other state or federal training grants received

Applications must be submitted at least 45 days before training begins; reimbursement requires trainees to complete training and remain employed for 45 days after completion

NCWDC must report annually to the Joint Legislative Economic Development and Global Engagement Oversight Committee beginning July 1, 2026, and may use up to 5% of funds for administrative expenses and marketing
