Protects confidentiality of absentee ballot requester information until polls open, and extends the deadline for voters to cure absentee ballot deficiencies from the third to the fourth business day after the election

Allows county boards to begin counting early voting ballots as early as 9:00 A.M. on election day with proper notice, and permits preparatory steps for provisional ballot counting before election day

Increases flexibility for poll worker assignments by allowing county boards to appoint precinct officials from outside the precinct by bipartisan majority vote (rather than unanimous vote) and expands party chair recommendations from two to four names per precinct

Raises campaign finance reporting thresholds from $1,000 to $3,000 for certain local candidates and from $100 to $1,000 for independent expenditure reporting

Restores same-day voter registration during early voting, allows 16 and 17-year-olds to preregister to vote, and permits partial ballot counting for voters who cast ballots in the wrong precinct for races they were eligible to vote in
