Appropriates $2,000,000 in nonrecurring funds from the General Fund for fiscal year 2025-2026 as a grant to The Salvation Army of Cape Fear for construction of the Corps Community Center in Wilmington

The Corps Community Center is part of a $17,500,000 Build Hope Capital Campaign, with the center itself costing $7,500,000 and nearly three-quarters of funding already secured through public-private partnership

The facility will provide after-school tutoring, business training, recreational opportunities, and community meeting space to underserved areas in eastern North Carolina

The center will coordinate with New Hanover County Emergency Management to serve as a hurricane emergency shelter for at-risk and homeless populations

Effective date is July 1, 2025
