Allows incarcerated individuals to petition for sentence reduction after serving at least 10 years or 50% of sentences under 10 years, excluding those serving life imprisonment

Courts must reduce sentences if the defendant is found to pose no danger to public safety and the interests of justice warrant modification

Judges must consider 12 factors when evaluating petitions, including age at offense, institutional conduct, completion of educational/vocational programs, behavioral health treatment, victim statements, and demonstrated rehabilitation

Requires a hearing for all sentence modification motions; approved defendants are resentenced under standard sentencing guidelines

Becomes effective December 1, 2025, and applies to motions filed on or after that date
