Shifts regular municipal elections from odd-numbered years to even-numbered years for all nine towns in Pamlico County: Grantsboro, Minnesott Beach, Oriental, Vandemere, Alliance, Arapahoe, Bayboro, Mesic, and Stonewall

Cancels 2025 municipal elections in eight towns (all except Grantsboro) and extends current officeholders' terms by one year to transition to even-year elections beginning in 2026

Cancels Grantsboro's 2027 election and extends terms by one year, with even-year elections beginning in 2028 on a four-year cycle

Standardizes all elections as nonpartisan plurality contests conducted under Chapter 163 of the General Statutes

Effective immediately upon becoming law and applies to elections held on or after that date
