Expands North Carolina's computer trespass law to cover unauthorized access to government employee personnel files at the local, State, or federal level, including when someone willfully fails to follow legal requirements for accessing such information

Establishes a minimum $5,000 civil damages recovery for victims of computer trespass involving protected health information (as defined under federal HIPAA regulations)

Establishes a minimum $5,000 civil damages recovery for victims of computer trespass involving government employee personnel files, which include employment records, home addresses, social security numbers, medical history, and financial data

Effective date of July 1, 2025, applying to offenses committed on or after that date
