Expands the Selectsite Readiness Program from evaluating up to 15 sites to up to 20 sites under 1,000 acres, and adds a requirement to identify 3-5 additional selectsites from counties affected by Tropical Storm Helene

Broadens infrastructure funding eligibility from "publicly owned" water, gas, and sewer systems to general infrastructure, and from "electrical utility lines" to "electric infrastructure"

Expands "government partnership" definition to include 501(c)(12) nonprofit entities (in addition to existing 501(c)(3) entities) partnering with local governments

Allocates $10 million in nonrecurring funds for FY 2024-2025 to support local governments with site acquisition, infrastructure, site preparation, and due diligence activities

Requires all previously appropriated and future funds for both Megasite and Selectsite programs to transfer in full to EDPNC upon the act becoming law, with agreements requiring recapture provisions for non-compliance
