Repeals G.S. 108A-54.3C, which required automatic discontinuation of Medicaid expansion coverage if the federal medical assistance percentage (FMAP) dropped below 90%

Removes the fiscal trigger that would have ended healthcare coverage for North Carolina's Medicaid expansion population based on changes in federal funding levels

Ensures continued Medicaid coverage for the expansion population regardless of future reductions in the federal government's share of costs

Effective immediately upon becoming law
