Prohibits the manufacture, sale, purchase, transfer, or possession of large-capacity magazines, defined as devices holding more than 10 rounds of ammunition or more than 8 shotgun shells

First-time violations constitute a Class 2 misdemeanor; repeat violations are a Class 1 misdemeanor; possession during commission of a felony is a Class I felony

Exempts military personnel, law enforcement employees, and manufacturers/dealers selling exclusively to government agencies, out-of-state buyers, or foreign governments

Current owners have 180 days from the effective date to permanently modify magazines to hold 10 rounds or fewer, surrender them to law enforcement, or transfer them out of state

Effective December 1, 2025, applying to offenses committed on or after that date
