Extends the North Carolina Primary Care Payment Reform Task Force expiration date from May 1, 2024 to December 31, 2026, with the act effective retroactively to July 1, 2023.

Adds a new requirement for the Task Force to collect and compile HIPAA-compliant data on healthcare spending for primary care services, with all entities required to comply with data requests within 30 days.

Requires the Department of Health and Human Services to develop and implement a detailed data security plan covering access authorization, privacy compliance, breach procedures, data retention, and encryption safeguards.

Exempts data collected by the Task Force from public records requirements under Chapter 132 of the General Statutes.

Adds a second reporting deadline of April 1, 2026 (in addition to the existing April 1, 2024 deadline) for the Task Force to submit findings and recommendations to the Joint Legislative Oversight Committees on Health and Human Services and Medicaid.
