Establishes a 17-member Joint Legislative Study Commission to evaluate the feasibility of creating a State Infrastructure Bank to finance infrastructure projects and drive economic growth

Commission membership includes 3 senators, 3 representatives, 3 gubernatorial appointees (including experts in public finance and environmental infrastructure), plus the State Treasurer, State Controller, and representatives from Budget and Transportation

Required to hold at least 5 public meetings across distinct geographic regions of North Carolina

Study topics include financing for housing, public works, education, transportation, energy, and telecommunications infrastructure, as well as operational structures, regulation, and integration with existing financial institutions

Commission must submit a final report with legislative recommendations by the end of the 2026 Regular Session and terminates December 31, 2026
