Mandates governing bodies approve library media within 60 days of recommendation; materials receiving 10 or more objection letters from parents, teachers, or county residents must be reviewed by the advisory committee

Creates a State Board of Education database of all rejected library media, updated annually and publicly accessible on the Department of Public Instruction website

Establishes a private cause of action allowing parents, guardians, or county residents to sue public school units for violations, with damages of $5,000 per violation plus attorneys' fees, after exhausting administrative remedies
