Shifts transportation funding formula allocation from 40% Statewide/30% Regional/30% Division to 30% Statewide/40% Regional/30% Division, with a new requirement that at least 20% of funds go to non-highway projects

Removes the 10% cap on state funding for commuter rail and light rail projects, and eliminates the requirement that bicycle and pedestrian improvements be federally funded to qualify for state support

Reduces local input weighting in Division Need Projects from 50% to 30%, while increasing quantitative criteria weighting from 50% to 70%

Tightens formula variance limits from 15%/10% over five/ten-year periods to 10%/5%, and adds new scoring criteria including accessibility to employment centers, vehicle miles traveled reductions, and environmental quality

Expands local government authority by allowing counties to levy up to 1% (instead of 0.25%) sales tax for public transportation and broadening subdivision regulations to include sidewalks, bicycle lanes, bus stops, and transit infrastructure
