Amends how the NC Department of Transportation calculates baseline unit pricing for transportation goods used in highway maintenance and construction projects

Changes the pricing baseline from a fixed 2015-2016 fiscal year reference to a rolling average of the three previous fiscal years

Highway Divisions remain prohibited from exceeding a 10% variance over the baseline unit price, which accounts for regional differences in product mixes

Divisions exceeding the pricing threshold must report to legislative oversight committees by February 15th explaining the variance and corrective steps

Effective date: July 1, 2025
