Changes the trigger for discontinuing Medicaid expansion coverage from a fixed 90% federal medical assistance percentage (FMAP) to a relative threshold tied to the FMAP for non-expansion Medicaid recipients

Under current law, expansion coverage ends if federal funding drops below 90%; under the proposed change, coverage would end only if federal funding for expansion enrollees falls below the rate for traditional Medicaid populations

Requires the Secretary to notify the Joint Legislative Oversight Committee on Medicaid, Office of State Budget and Management, and Fiscal Research Division if the FMAP threshold is triggered, and post notice on the Department's website

Mandates submission of all necessary documents to the Centers for Medicare and Medicaid Services to discontinue coverage for the expansion population if the trigger is met

Effective immediately upon becoming law
