Establishes minimum care standards for companion animals (domestic dogs and cats), requiring owners to provide adequate care, exercise, feed, shelter, space, water, and veterinary treatment including emergency care

Prohibits outdoor tethering during extreme weather, defined as temperatures at or above 85°F or at or below 32°F, or during hurricane, tropical storm, tornado, or severe thunderstorm warnings

Requires tethers to be at least 15 feet long or four times the animal's length (whichever is greater), weigh no more than one-tenth of the animal's body weight, and use properly fitted collars or harnesses

Exempts dogs used in lawful hunting, herding livestock, cultivating agricultural products, or restrained per camping/recreational area requirements from shelter and space requirements

First offense is a Class 3 misdemeanor; second or subsequent offenses are Class 2 misdemeanors; effective December 1, 2025
