Appropriates $40,482,480 annually for the 2025-2027 biennium to establish new experience-based salary schedules for State Highway Patrol officers, ranging from $56,000 for new officers to $105,000 for those with 8+ years of experience, with rank-based pay up to $224,612 for Colonel.

Requires the State Highway Patrol Commander to develop secondary employment policies by July 1, 2025, allowing troopers to work other jobs provided there is no adverse effect on their patrol duties or conflict of interest.

Directs the State Highway Patrol to update hiring policies by January 1, 2026, to encourage retired members to return to service without impacting their retirement allowances.

Appropriates $23.4 million for bulletproof glass installation in State Highway Patrol vehicles ($3.25 million recurring, $20.15 million nonrecurring) and $1.6 million for State Capitol Police vehicles.

Provides $643,150 in nonrecurring funds for the Huntersville State Highway Patrol Station, including $640,000 for fuel infrastructure with an above-ground storage tank and fuel dispenser.
