Creates the Public School Disaster Preparedness Fund, a nonreverting special revenue fund administered by the Department of Public Instruction to help schools in high-risk natural disaster areas improve or replace structures to mitigate future weather damage

Requires the State Board of Education to adopt rules establishing a risk assessment system, a disaster preparedness plan template for school districts, preparedness standards, and an evaluation process for applications

Applications are accepted on a rolling basis, evaluated by the School Planning Section, and require unanimous State Board of Education approval for funding disbursement

Local school districts receiving funds must report annually by December 15 on expenditures, remaining balances, and progress; DPI must report to the Joint Legislative Education Oversight Committee by February 15 each year

Appropriates $25,000,000 in nonrecurring funds from the General Fund for fiscal year 2025-2026, with an effective date of July 1, 2025
