North Carolina joins the Interstate Medical Licensure Compact, allowing physicians to obtain expedited licenses to practice across member states through a streamlined application process, effective January 1, 2026

Creates a new "internationally-trained physician employee license" pathway for foreign-trained physicians to practice at NC hospitals or rural medical practices (counties with <500 people per square mile) after meeting education, examination, and experience requirements, with eligibility for full licensure after 4 years

Establishes team-based practice authority for physician assistants with 4,000+ hours of clinical experience, allowing them to practice without direct physician supervision in physician-owned practices and licensed health facilities (excluding pain management clinics)

Expands pharmacist scope of practice to include CLIA-waived testing and treatment for influenza under statewide protocols, and reforms clinical pharmacist practitioner collaborative practice agreements to cover broader health care services

Allows licensed psychological associates to practice independently without supervision after completing 4,000 hours of post-licensure experience with average or above ratings, and joins the PA Licensure Compact for interstate physician assistant practice
