Creates "team-based practice" designation allowing physician assistants with 4,000+ hours of clinical experience (including 1,000+ hours in their specialty) to practice with reduced physician supervision in physician-majority-owned practices and credentialed health facilities, excluding pain management practices

Team-based physician assistants may prescribe, order, and administer drugs and medical devices without physician authorization, and authenticate documents including death certificates with their own signature

Requires physician supervision for team-based PAs performing surgical or anesthesia-related services in perioperative settings, and prohibits PAs from performing final interpretations of CT, MRI, PET, mammography, nuclear medicine, or ultrasound studies

Enacts North Carolina's participation in the PA Licensure Compact, allowing PAs licensed in participating states to practice across state lines through a "compact privilege" system administered by a national commission

Sets PA initial licensure/privilege fee at $230 and annual registration fee at $140, with the compact provisions becoming effective nine months after enactment and team-based practice provisions effective when the NC Medical Board adopts implementing rules or by June 30, 2026
