Creates lifetime concealed handgun permits with no expiration date as an alternative to the current 5-year fixed duration permits, with application fee of $80 and renewal/reissuance fee of $75

Requires sheriffs to waive the firearms safety training course requirement for permit renewals filed within 180 days of expiration (previously 60 days), with discretionary waiver available for renewals between 180 days and one year after expiration

Allows defendants subject to domestic violence protective orders to transfer surrendered firearms to a qualified licensed firearms dealer for storage or sale after 15 days in sheriff custody, rather than only storing with the sheriff

Provides civil liability protection for federally licensed firearms dealers who enter into voluntary "safety hold agreements" to temporarily store firearms for individual owners, except in cases of negligent storage or unlawful conduct

Authorizes public and nonpublic schools to store less-than-lethal defensive devices (such as pepper spray or electronic incapacitation devices) in biometric-locked containers accessible only by annually trained employees for use in threatening situations, effective January 1, 2026
