Amends the North Carolina Constitution to limit gubernatorial emergency powers to two weeks unless ratified by a joint resolution of the General Assembly

Requires the General Assembly to automatically convene in emergency session seven days after the Governor declares a statewide state of emergency

Prohibits the Governor from using emergency powers to infringe on constitutional rights guaranteed under the state and federal constitutions

Reduces the initial expiration of statewide emergency declarations from 30 days to 7 days without Council of State concurrence, and from 60 days to 14 days with concurrence

Places the constitutional amendments on the November 3, 2026 statewide ballot for voter approval
