Restores authority for local governments in Granville and Vance Counties to initiate down-zoning amendments without requiring written consent from all affected property owners

Down-zoning restrictions still apply to private parties, who must obtain property owner consent to initiate zoning changes that reduce development density or permitted uses

Removes the provision that classified creating nonconformities on non-residential land as down-zoning

Applies retroactively to December 11, 2024, reinstating any local ordinances that were affected by Session Law 2024-57

Scope limited to Granville and Vance Counties and municipalities within those counties
