Creates a new state permitting system for retail sales of hemp-derived consumable products (containing delta-8, delta-9 THC, and other cannabinoids), administered by the ABC Commission with enforcement by the ALE Division

Prohibits sale of hemp-derived consumable products to anyone under 21 years old, with Class 2 misdemeanor penalties for sellers who violate age restrictions and for minors who use false identification to purchase

Requires retail sellers to obtain a $2,000 annual permit per location, verify customer age, train employees on compliance, display warning signs, and sell only FDA-authorized products in original sealed packaging

Establishes administrative penalties for permit violations including fines up to $1,000 for repeat offenses, permit suspension up to three years, or permit revocation

Takes effect upon General Assembly appropriation of implementation funds, with permits available starting March 1, 2026, and criminal provisions applying to offenses committed on or after May 1, 2026
