Allows North Carolina to fully opt out of the federal ban on food and nutrition services (SNAP) and TANF benefits for individuals convicted of drug-related felonies

Expands eligibility beyond the current restriction to only Class H or I felonies to include all drug-related felony convictions

Removes the previous 6-month waiting period after release or conviction; individuals can now qualify immediately upon release from custody or immediately after conviction

Requires individuals to demonstrate successful completion of or continuous active participation in a substance abuse treatment program approved by the area mental health authority

Effective date: July 1, 2025
