Appropriates $200 million to the Department of Environmental Quality for water and sewer infrastructure grants to local governments, prioritized by severity of need and number of persons served

Allocates $200 million to the Department of Public Instruction for school construction and capital improvements in rural areas, with priority based on facility age, condition, and student enrollment

Provides $100 million to the Division of Child Development and Early Education for supplemental early learning program funding, and $50 million to the Department of Information Technology for broadband expansion

Appropriates $20 million for economic development land acquisition grants, $10 million for law enforcement and fire department equipment grants, and $10 million for the Agricultural Development and Farmland Preservation Trust Fund

Directs $5 million to the NC Medical Society Foundation to place physicians, physician assistants, and nurse practitioners in underserved areas; all appropriations are nonrecurring for fiscal year 2025-2026, effective July 1, 2025
