Prohibits the distribution or sale of cosmetic products in North Carolina containing restricted substances as intentionally added chemicals, including as nonfunctional by-products or contaminants above the practical quantification limit

Restricted substances include PFAS, heavy metals (arsenic, cadmium, chromium, lead, nickel, selenium), parabens, phthalates, formaldehyde and formaldehyde releasers, benzophenones, known carcinogens (benzene, coal tar, toluene, etc.), asbestos/talc, siloxanes, triclosan, and nitrosamines

Authorizes the Board of Agriculture to require manufacturers to provide a certificate of compliance within 30 days if there is reason to believe a cosmetic product contains restricted substances

Manufacturers that fail to provide a certificate of compliance must notify sellers that the product is prohibited in North Carolina and provide the Board with a list of those notified within 30 days
