Grants in-state tuition eligibility to North Carolina high school graduates who attended NC public or nonpublic schools for at least four consecutive years prior to graduation, hold a valid NC driver's license or state ID, and have a Social Security number

Requires enrollment in higher education immediately following high school graduation to qualify for the in-state tuition rate

Students must present their unexpired NC driver's license or ID card at the beginning of each semester to maintain in-state tuition eligibility

Eligible students are not considered in-state applicants for admission purposes at UNC constituent institutions, only for tuition rate purposes

Effective July 1, 2025, for the 2025-2026 academic year, with all application information kept confidential and exempt from public records requirements
