North Carolina would join an interstate compact allowing licensed massage therapists to obtain a multistate license enabling practice across all member states without obtaining separate licenses in each state

Multistate license applicants must hold an active single-state license, complete at least 625 hours of massage therapy education, pass a national licensing examination, submit to an FBI background check, and have no felony convictions within 5 years or relevant misdemeanors within 2 years

Creates the Interstate Massage Compact Commission, a joint government agency with one delegate per member state, empowered to establish rules, collect fees, maintain a data system for licensee information, and take enforcement actions against non-compliant states

Compact becomes effective when seven states enact the legislation; member states may withdraw with 180 days notice after repealing their enactment statute

Aims to support military members and spouses in maintaining licensure during relocations, enhance states' ability to prevent human trafficking and licensure fraud, and facilitate sharing of disciplinary and investigative information between states
